Da Nang Busts Cross-Border Laundering Ring Behind 700 Billion VND Scam
On October 29, the Da Nang police security investigation agency arrested a Hanoi man on money laundering charges and restricted the movement of two Hanoi suspects. The ring is linked to scams and laundered about 700,000,000,000 VND (approximately 26,620,000 USD). Three other defendants were indicted earlier.
The group lured victims to register on sites such as therealreal.cc, promising commissions for paying clothing orders. Small returns were paid first to build trust, then victims were told to send larger sums. Others were tricked by a story about a wrongly charged COD order into scanning their faces and confirming passwords.
The money was split across many bank accounts, used to buy USDT on Binance and OKX, and then moved to wallets run by Chinese nationals. The group coordinated on Telegram and travelled to Cambodia to agree the channel with Chinese nationals running casinos and scam operations, and set up a trading company as a front.

US Congress Investigates Whether Starlink Powered Myanmar Scam Compounds
Recently, the US Congress Joint Economic Committee opened a bipartisan investigation into whether SpaceX's Starlink knowingly supplied internet access to scam compounds in Myanmar. The committee said it has the power to call SpaceX CEO Elon Musk to testify, though it cannot compel him to do so.
Starlink was not licensed in Myanmar and had minimal traffic before a February crackdown by Thai, Chinese and Myanmar authorities that repatriated thousands of suspected scammers. Data from APNIC, the Asia-Pacific internet registry, showed Starlink was Myanmar's single biggest internet provider every day from July 3 through October 1. An AFP investigation found Starlink dishes on the rooftops of compounds like KK Park. When Myanmar's junta raided KK Park on October 20, state media reported seizing 30 sets of Starlink receivers, but AFP's images from the same raid showed nearly 80 dishes on the roof of a single building.
US Senator Maggie Hassan sent Musk a letter in July asking eleven questions about Starlink's role, but received no reply. She has since urged Musk to block Starlink access for criminal networks. According to the US Treasury Department, Americans lost an estimated 10 billion USD to Southeast Asian scam networks last year, a 66% increase in twelve months. The UN estimates at least 120,000 people in Myanmar and roughly 100,000 in Cambodia may be trapped inside these operations. Lauren Dreyer, SpaceX's vice president of business operations for Starlink, posted in October that the company had "proactively identified and disabled over 2,500 Starlink Kits in the vicinity of suspected 'scam centers'" in Myanmar. However, the report noted this post-hoc cleanup does not explain how Starlink became Myanmar's top provider for three months without a license, nor does it answer how its distribution and billing systems allowed devices to operate in a conflict zone.

Singapore Police Warn of Scams Impersonating Telcos and Government Officials, with Over $1.3 Million Lost in October
On October 29,The Straits Times reported that the Singapore Police Force issued a public advisory concerning a multi-layered scam scheme in which fraudsters impersonate telecommunication staff (such as Simba) before patching victims through to fake government officials. In October alone, at least 59 cases were reported, resulting in cumulative financial losses exceeding 1.3 million SGD (~980,000 USD), with a single victim losing 285,000 SGD.
According to police findings, the criminal syndicate deployed a structured deception pipeline:Initial Contact via Telco Impersonation: Targets received unsolicited calls from perpetrators claiming to represent telco provider Simba, alleging that the victims had purchased iPhones or subscribed to premium mobile packages. When targets denied the transactions, calls were escalated to a secondary scammer posing as customer service, alleging that the victim’s identity had been compromised and required investigation.
Escalation to Impersonated Authorities: Calls were subsequently transferred to accomplices posing as officers from the Singapore Police Force or the Monetary Authority of Singapore (MAS). Victims were coerced into transferring money to unknown bank accounts or physically handing over cash and high-value items, such as luxury watches and jewelry, to designated "investigators."
Industry-Wide Telco Advisories: Following the surge in fraud reports, major telecommunication operators including Simba, StarHub, and M1 issued simultaneous advisories, reminding the public that telcos never request banking credentials, passwords, or one-time passwords (OTPs) via phone, nor do they solicit physical asset transfers or instruct users to install unverified applications.
Police statistics indicate that scams remain the dominant crime category in Singapore, with reported losses totaling 410.6 million SGD (~310 million USD) in the first half of 2026. Approximately 80% of victims were manipulated into transferring funds voluntarily, with seniors aged 65 and above suffering the highest average losses. The Singapore Police Force reiterated that government agencies never instruct individuals to transfer funds, cryptocurrency, or physical assets, urging the public to verify unsolicited claims through official channels.
