Thailand’s CIB Launches "Operation Dark Empire," Dismantling Transnational Money-Laundering and Corporate Nominee Account Network; 11 Arrested

On October 26, Thai news outlet MGR Online reported that the Central Investigation Bureau (CIB), in coordination with the Crime Suppression Division (CSD), launched "Operation Dark Empire," dismantling a major transnational corporate mule-account syndicate providing laundering infrastructure for cyber-fraud syndicates and illicit online gambling websites. The syndicate registered over 1,500 shell companies, linked to victim damages exceeding 379 million THB (approximately 11.2 million USD).

Tactical teams raided 20 locations across Chiang Mai, Bangkok, Phetchaburi, Udon Thani, Songkhla, Phang Nga, and Nakhon Ratchasima provinces, arresting 11 suspects, including a 35-year-old Malaysian national of Chinese descent. Authorities confiscated 239 bank passbooks, 222 corporate seals, 36 computers and mobile phones, 12 SIM cards, one seal-manufacturing device, and associated exhibits totaling 934 items.

According to operational briefings, the network deployed an industrialized, cross-border corporate fraud infrastructure:

The operation stemmed from upstream intelligence derived from the Anti-Online Fraud Center's (ACSC) sweeps against Cambodian-based criminal networks, which exposed the "DK Global Group" illicit apparatus headed by Malaysian national Dave (Chia Chun). In mid-2024, the syndicate pivoted from individual mule accounts to corporate entity accounts. Recruiters enticed unemployed Thai citizens with payouts of 3,000 to 9,000 THB(approximately 89 to 266 USD) to act as nominee directors, coordinating with a registration agency in Chidlom, Bangkok, to mass-register entities online via the Department of Business Development (DBD) portal. To bypass rigorous banking compliance, "runners" accompanied nominees to banks, financing professional clothing to project business legitimacy. Furthermore, operatives utilized Artificial Intelligence (AI) to synthesize fraudulent corporate records and commercial activities, obtaining high-limit corporate online banking accounts devoid of facial-recognition transfer barriers. Configured corporate devices and SIM cards were consolidated in Bangkok before being smuggled across unofficial border channels—predominantly via Mae Sot (Tak Province), Sa Kaeo Province, and Sadao (Songkhla Province)—to scam compounds across neighboring borders. Dedicated operational units managed real-time technical troubleshooting and legal remediation whenever accounts were frozen.

Cross-database forensics linked 255 bank accounts across 189 network-registered shell companies to over 1,060 Central Fraud Registry (CFR) cases. Data from the Thai Police Online (TPO) system verified 311 victim complaints with documented financial transfers exceeding 379 million THB (approximately 11.2 million USD) funneling through 64 accounts linked to 48 of these corporate entities. The 11 suspects face statutory charges of participating in organized criminal syndicates, illicit trading of mule accounts, and joint money laundering conspiracy.

Bangladesh Arrests 2 Suspects for Selling Victims into Cambodian Scam Compound

Bangladesh's Criminal Investigation Department (CID) recently arrested 2 members of a human trafficking ring in Dhaka on suspicion of luring 2 Bangladeshi citizens to Cambodia with job offers and then selling them to an online scam compound.

According to a CID statement, the traffickers confiscated the victims' passports as soon as they arrived in Cambodia and sold them for 5,000 USD each, then held and beat them to extort more ransom.

The victims said the ring recruited them with promises of well-paid jobs and charged each family about 4,880 USD. Inside the compound, the traffickers forced them to run online scams, beating them and subjecting them to psychological abuse whenever they refused to work or made a mistake. The traffickers at one point demanded another 5,000 USD for their release; after the families paid, they asked for further money to cover the air tickets home. The two victims remained trapped in a hotel in Cambodia for nearly two months before they contacted BRAC's migration centre in Bangladesh. They returned home in early September and then reported the case, which led to the arrests.
