9月11日至12日，应柬埔寨国王西哈莫尼邀请，缅甸总统敏昂莱对柬埔寨进行国事访问。访问期间，敏昂莱分别会见柬埔寨代理国家元首兼参议院主席洪森、首相洪玛奈和国会主席昆索达莉。

From September 11 to 12, President of the Republic of the Union of Myanmar U Min Aung Hlaing paid a State Visit to the Kingdom of Cambodia at the invitation of His Majesty Preah Bat Samdech Preah Boromneath Norodom Sihamoni, King of Cambodia. During the visit, Min Aung Hlaing met separately with Hun Sen, Acting Head of State and President of the Senate; Hun Manet, Prime Minister of the Kingdom of Cambodia; and Khuon Sudary, President of the National Assembly.

11日上午，洪森在参议院会见敏昂莱。双方高度评价两国传统友谊，同意进一步拓展立法和行政等领域合作。洪森强调，柬方坚定恪守《东盟宪章》精神，秉持不干涉内政原则，愿继续为缅甸和平、稳定与国家和解发挥建设性作用。敏昂莱感谢柬方长期以来的理解与支持，并通报了缅国内局势及推进和平路线图的相关情况。

On the morning of Sept. 11, Hun Sen met with Min Aung Hlaing at the Senate. Both leaders highly valued the traditional bilateral relations and agreed to further tap the potentials of cooperation in legislative and executive branches. Samdech Techo reaffirmed Cambodia's firm adherence to the ASEAN Charter, particularly the principle of non-interference in internal affairs, expressing readiness to continue playing a constructive role in supporting peace, stability, and national reconciliation in Myanmar. President U Min Aung Hlaing expressed deep appreciation for Cambodia's understanding and briefed the Cambodian side on the latest domestic situation and the peace roadmap.

11日下午，洪玛奈在和平大厦同敏昂莱举行会谈。双方就深化双多边务实合作交换意见，一致同意重启柬缅双边合作联合委员会机制，拓展经贸、农业、能源、教育、卫生及联合打击跨境电诈等领域合作。会谈后，两国领导人共同见证签署了避免双重征税、促进和保护投资、文化及新闻等4份双边合作文件。

On the afternoon of Sept. 11, Hun Manet held talks with Min Aung Hlaing at the Peace Palace. Both sides agreed to revitalize the Cambodia-Myanmar Joint Commission for Bilateral Cooperation (JCBC) mechanism and explore expanding cooperation in areas such as trade, agriculture, energy, education, health, human resources, and combating transnational crimes, including online scams. Following the meeting, the two leaders presided over the signing ceremony of four cooperation documents, namely the Double Taxation Avoidance Agreement, the Agreement on Investment Promotion and Protection, the MoU on Cultural Cooperation, and the MoU on Media Cooperation.

11日傍晚，昆索达莉在国会会见敏昂莱。双方赞赏两国传统友好与深厚文化渊源，表示将加强立法机构各层级交流互访，推动新签署的双边合作协议落到实处，切实造福两国民众。

Later that day, Khuon Sudary met with Min Aung Hlaing at the National Assembly. Both leaders lauded the traditional friendship, shared cultural and Buddhist ties, and committed to promoting exchanges at all levels of parliament, while actively implementing the newly signed agreements to benefit the peoples of both nations.
