柬埔寨金边市查处3处网络诈骗窝点 抓获32名嫌疑人
9月8日，金边市执法机构突击检查3处涉嫌网络诈骗窝点，抓获32名嫌疑人，包括孟加拉籍26人、中国籍4人、缅甸籍1人及柬埔寨籍1人。执法人员在现场查获14台一体机电脑、4台笔记本电脑、61部手机及2台WiFi设备。
经调查，上述窝点通过多种手段实施诈骗，包括冒充世界银行工作人员提供虚假贷款，以黄金和石油投资为诱饵骗取资金。

Phnom Penh Authorities Raid Three Online Scam Dens, Arrest 32 Suspects
On September 8,Phnom Penh Authorities conducted raids on three suspected online scam dens, arresting a total of 32 suspects, including 26 Bangladeshi nationals, four Chinese nationals, one Myanmar national, and one Cambodian national.Officers seized 14 all-in-one computers,4 laptops, 61 mobile phones, and 2 WiFi devices at the scene.
Investigations revealed that the dens operated various fraud schemes, including posing as World Bank staff to offer fake loans, luring victims into handing over funds under the guise of gold and oil investment opportunities.

柬埔寨将叫停赌场线上博彩业务
9月5日，柬埔寨内政大臣韶索卡表示，柬政府决定自2026年10月起暂停所有赌场开展线上博彩业务，以强化打击技术型网络诈骗、遏制不明来源资金流动。暂停期间，相关职能部门将健全完善线上博彩法律法规，强化数字监管基础设施建设与专业监督机制；对违反暂停规定的赌场，有关部门将依法采取吊销牌照等法律制裁措施。

Cambodia to Suspend Online Gambling Operations
On September 5, Cambodian Interior Minister Sar Sokha said the government would suspend online gambling operations at all casinos from October 2026 to strengthen measures against technology-based scams and financial flows from unclear sources. During the suspension, relevant authorities will strengthen legal and regulatory frameworks, digital infrastructure and professional oversight mechanisms. Casinos violating the suspension may face license revocation and other legal action.

近年来，中国公安机关持续强化电信网络诈骗犯罪打击治理，成效显著。2026年上半年，中国电诈犯罪案件立案数同比下降15.6%，见面劝阻群众292.6万人次，2025年10月以来电诈案件发案数连续11个月同比下降。

Chinese Police Crack Down on Telecom and Online Fraud With Remarkable Achievements and Contribute Chinese Experience to Global Anti-Fraud Work
In recent years, public security organs of China have kept strengthening efforts to combat and control telecom and online fraud crimes and have yielded notable results. In the first half of 2026, the number of filed telecom and online fraud cases in China dropped by 15.6% year-on-year. Police carried out in-person persuasion for 2.926 million members of the public. Since October 2025, case numbers of telecom and online fraud have recorded year-on-year declines for 11 consecutive months.
Public security organs of China adhere to mass prevention and governance, build a full-chain anti-fraud system, and firmly curb the high incidence of telecom and online fraud crimes. Meanwhile, police deepen international law enforcement cooperation. They collaborated with Cambodia to hunt down multiple heads of gambling and fraud parks. Authorities also issued a concentrated warrant for 100 financiers and core members of telecom and online fraud groups, creating strong deterrence.

Hong Kong Customs Major Anti-Drug Operation Seizes 6.1 Tons of Suspected Drugs Worth About 1.4 Billion HKD
From May to August this year, Hong Kong Customs conducted large-scale anti-drug operations at Hong Kong International Airport, cooperating with Chinese mainland and overseas law enforcement agencies to combat suspects trafficking drugs through air channels. A total of 424 cases were solved, about 6.1 tons of suspected drugs were seized, with a market value of approximately 1.4 billion HKD (about 180 million USD), and 150 people arrested.
Suspects came from different countries and regions, with about 80% from Asia; They ranged in age from 16 to 68, with 18 to 40 making up 70% of the total. Suspects attempted to transship them through Hong Kong to overseas markets with higher market value for huge profits. Drug trafficking methods varied, with offenders disguising drugs as daily necessities, gifts, and food to evade detection.

老挝琅勃拉邦省警方破获3起毒品案件，抓获3人
8月，老挝琅勃拉邦省警方在南巴县和普昆县连续破获3起毒品运输、交易案件，抓获3名涉案人员。警方于8月24日在南坎村附近设卡检查时，从一辆无牌摩托车的座垫内查获68000片甲基苯丙胺片剂，重约6.8公斤。
初步调查显示，摩托车驾驶人涉嫌受雇运输毒品；普昆县警方8月18日和27日另抓获2人，共查获16567片甲基苯丙胺片剂、少量鸦片、1支无弹药火药枪、1209万基普（折合约540美元）和3部手机。

Lao Police Arrest 3 in 3 Drug Cases in Luang Prabang Province
In August, police in Luang Prabang Province uncovered 3 drug transportation and trafficking cases in Nambak and Phoukhoun districts, arresting 3 people. Police stopped an unregistered motorcycle at a checkpoint near Namkhan Village on August 24 and found 68,000 methamphetamine tablets weighing approximately 6.8 kilograms hidden beneath the seat. A preliminary investigation indicated that the rider had allegedly been hired to transport the drugs.
In 2 other operations on August 18 and 27, Phoukhoun district police arrested 2 people and seized a total of 16,567 methamphetamine tablets, a small quantity of opium, an unloaded homemade firearm,12.09 million LAK (approximately 540 USD) and 3 mobile phones.

9月8日，泰国网络犯罪调查局联合韩国驻泰使馆警务领事部门开展“2025断链行动”，在北榄府挽披县查获1处跨境电话诈骗据点，抓获12名韩国籍、1名中国籍嫌疑人，现场起获51台VoIP网络电话设备、20部手机、超过1000名韩国受害人名单以及伪造的韩国检察官公文。该团伙偷渡入境泰国，冒充韩国检察官，利用网络电话向韩国本土民众实施恐吓式电信诈骗。

Thailand’s Cyber Crime Investigation Bureau Dismantles Cross-border Call Centre Scam Hub
On September 8, Thailand’s Cyber Crime Investigation Bureau, together with the Police Consular Section of the Republic of Korea Embassy in Thailand, launched Operation Breaking Chain 2025. Officers raided a cross-border call centre scam hub in Bang Phli District, Samut Prakan Province and arrested 12 South Korean and 1 Chinese suspect. Seized at the scene were 51 VoIP devices, 20 mobile phones, a list of more than 1,000 South Korean victims, and forged official documents purporting to be issued by South Korean prosecutors. The gang entered Thailand illegally and posed as South Korean prosecutors to carry out intimidating telecom fraud against victims residing in South Korea via internet calls.

9月7日，富寿省警方通报，联合越南公安部驻老挝代表机构及越老两国相关职能部门，成功捣毁一个跨国网络诈骗犯罪团伙，共抓获犯罪嫌疑人6名。
经调查，该团伙使用大量社交媒体账号和银行账户，虚构中奖结果并伪造转账交易，诱骗用户转账购买刮刮卡套餐或充值，并通过多个银行账户转移资金，涉案金额初步估计高达数十亿越南盾（折合约数十万美元）。

Vietnam Phu Tho Police Bust a Transnational Online Fraud Ring, Arrest 6 Suspects
On September 7, police in Phu Tho province announced that, in coordination with the Vietnamese Ministry of Public Security's representative office in Laos and relevant authorities from both Vietnam and Laos, they had successfully busted a transnational online fraud ring and arrested six suspects.
According to the investigation, the ring used multiple social media accounts and dummy bank accounts to fabricate prize-winning results and forge transfer transactions. They tricked users into transferring money to purchase scratch card packages or top up their accounts, and then transferred the funds through numerous bank accounts. The total amount involved in the case is preliminarily estimated to be up to several billion VND (approximately tens of thousands to hundreds of thousands of USD).
