8月31日，柬埔寨西哈努克省执法人员在西哈努克市第4分区第5村检查1处涉嫌网络诈骗的别墅，抓捕37人，其中中国籍34人、柬埔寨籍2人、缅甸籍1人。现场查获5台一体机、110部手机及1辆汽车。

Cambodia Preah Sihanouk Authorities Crack Down on Suspected Online Scam Site, Arrest 37

On August 31, Cambodian authorities inspected a villa suspected of involvement in online scams in Village 5, Sangkat 4, Preah Sihanouk City, and arrested 37 people, including 34 Chinese nationals, 2 Cambodian nationals, and 1 Myanmar national. Officers seized 5 all-in-one computers, 110 mobile phones, and 1 vehicle.

柬埔寨反网络犯罪部门9月1日通报，警方近日抓获1名38岁柬埔寨籍涉案男子。该男子通过Facebook和Telegram非法放贷，要求借款人以裸体照片、视频作“抵押”，并在受害人无力支付高额利息后实施威胁，将其裸照发布至Facebook。

Cambodia Arrests Illegal Online Lender in Nude-Photo Extortion Scheme

Cambodia’s Anti-Cybercrime Department said on September 1 that police had arrested a 38-year-old Cambodian man accused of running an illegal online lending scheme through Facebook and Telegram. He allegedly required borrowers to provide nude photos and videos as collateral, then threatened a victim and posted the victim’s nude images on Facebook after the victim failed to keep up with high-interest payments.

今年1月，民警网络巡查发现网络平台存在非法换汇推广线索，随即立案侦查。经查，该团伙自2024年8月起，在未经国家主管部门批准的情况下，以虚拟货币作为结算载体，线上线下招揽客户，通过资金对敲完成人民币与外币非法兑换，并按比例收取服务费。今年4月起，警方开展多波次收网行动，抓获19名犯罪嫌疑人。

Shanghai Police Bust a Major Cross-border Illegal Underground Bank Case

On August 30, the Economic Investigation Department of Shanghai Public Security Bureau busted a major underground bank case, apprehending 19 suspects, and the case involves nearly 20 billion CNY (approximately 2.78 billion USD).

This January, police identified clues of illegal foreign exchange promotion on online platforms during cyber patrols and opened an investigation. Investigation revealed that since August 2024, the gang used virtual currencies as settlement tools without the approval of the competent national authority. It solicited clients online and offline, and conducted illegal conversion between CNY and foreign currencies via fund matching, and charged proportional service fees. This April, police carried out multiple rounds of enforcement operations and apprehended 19 suspects.

8月21日，老挝沙湾拿吉省凯山·丰威汉市警方根据线索搜查位于农沙瓦村和拉萨旺赛村的两处出租屋，先后抓获4名涉嫌贩毒人员，其中包括1名女性。警方现场共查获37189片甲基苯丙胺片剂、1支SUR M9型手枪、4发子弹和3部手机。

Lao Police Arrest 4 Suspects Involved in Drug Trafficking in Savannakhet

On August 21, acting on information received, police in Kaysone Phomvihane City, Savannakhet Province, searched 2 rented rooms in Nonsavath and Latsavongxay villages and arrested 4 people suspected of drug trafficking, including 1 woman. Officers seized 37,189 methamphetamine tablets, a SUR M9 handgun, 4 rounds of ammunition and 3 mobile phones.

Lao Police Arrest 52 in Raids on Three Online Gambling Hideouts

From August 25 to 27, public security authorities in Oudomxay Province raided 3 hideouts used by an online gambling group in Houn and Pakbeng districts, arresting 52 people. The group comprised 25 Chinese nationals, 17 Vietnamese nationals, 7 Lao nationals, and 1 national each from Malaysia, Myanmar and Türkiye. 6 of those arrested were women.

Officers seized 27 desktop computers, 1 laptop, 21 mobile phones and 3 sets of Starlink satellite internet equipment. Preliminary investigations found that some members of the group had previously operated in the Golden Triangle Special Economic Zone in Bokeo Province before travelling in small groups by boat and road to Oudomxay Province in early August. The group rented 16 rooms at a guesthouse in Houn District for 100 million LAK (approximately 4,450 USD) per month.

缅甸破获2起兴奋剂毒品案件涉案总价值18.2亿缅元

2 Stimulant?Related Drug Cases Cracked in Myanmar With a Total Value of 1.82 Billion MMK

On August 24, a joint task force of Myanmar's Anti?Narcotics Police Force acted on tip?offs and carried out an interception check near Linli Village, South Pinlaung Township, Shan State. Law?enforcement officers stopped a two?occupant NISSAN DUMP freight vehicle and seized 3,440,000 stimulant?type tablets inside the vehicle, with an estimated local market value of 1,720,000,000 MMK (approximately 821,471 USD). 2 mobile phones were also seized.

In addition, on August 29, a joint task force of Myanmar's Anti?Narcotics Police Force acted on tip?offs and conducted a search operation against a suspect in Yangon City, Kamay Township. Law?enforcement officers seized 50,000 stimulant?type tablets from the suspect, with an estimated local market value of 100,000,000 MMK (approximately 47,759 USD). 1 mobile phone was also seized.

缅甸卡莱镇查获价值超29.5亿缅元兴奋剂药片

Over 1.18 Million Stimulant Tablets Worth Over 2.95 Billion MMK Seized in Kalay Township, Myanmar

On August 23, a joint team from the Anti-Drug Police Force stopped a vehicle near the Chindwin Bridge in Kalay Township and seized 920,000 stimulant tablets. Follow-up investigations led to searches at the recipients' residence in Kalay, where one suspect was arrested, and later to another location in Kalay, where a second suspect was arrested with 260,000 tablets. A total of 1.18 million stimulant tablets valued at approximately 2.95 billion MMK (approximately 1.405 million USD) were seized, and 3 suspects were arrested. Investigations revealed the drugs were transported from southern Shan State to Kalay via Taze Township, Sagaing Region, with the alleged mastermind, a resident of Nangsang Township, remaining at large.

Laos Deports 92 Thai Nationals Linked to Telecom Fraud

On September 1, Lao authorities in Bokeo Province handed over 92 Thai nationals suspected of telecom fraud, illegal employment and illegal entry to Thai authorities through the 4th Thai–Lao Friendship Bridge. Upon receiving them, the Chiang Saen Immigration Checkpoint found that 15 of them had active arrest warrants in Thailand for drug-related offenses, theft, fraud and money laundering, including 4 women. Vietnam Hanoi Police Bust a Social Media-Linked Drug Trafficking Ring

On August 29, Hanoi police in Vietnam reported the detection of an illegal drug trafficking and transportation case in Yen So ward. According to the investigation, the ring struck deals with buyers via the Zalo social app, hiring people to carry drugs to agreed places. Police arrested four suspects and seized a total of about 2.10 kilograms of drugs, including ketamine, methamphetamine and heroin.

马来西亚国家反毒机构根据内政部相关数据分析表示，毒品犯罪已成为国内系统性犯罪的主要驱动因素，与盗窃、入室盗窃、暴力犯罪等至少28种其他类型犯罪存在关联。

相关官员表示，近年来马来西亚吸毒及毒品滥用人员数量总体呈上升趋势，2024年达到192857人，2025年略降至191832人。沙巴州2025年登记相关人员8665人，其中8524人涉及苯丙胺类兴奋剂（ATS），占比突出。从年龄构成来看，当地19岁至39岁人员占沙巴州相关人员总数的65.06%，男性占绝大多数。

同时，随着合成毒品增多以及新型精神活性物质（NPS）出现并掺入电子烟液体，毒品滥用的趋势和形式日益难以识别。犯罪团伙将非法物质制成与日常用品外观相似的产品，加之社会对康复人员存在污名化现象，给沙巴州国家反毒机构开展相关工作带来重大挑战。

AADK: Drug Offenses Major Driver of Systemic Crime Nationwide in Malaysia

According to data analysis from the Ministry of Home Affairs, the Malaysian National Anti-Drug Agency (AADK) stated that drug offenses have become a major driver of systemic crime in the country, and are linked to at least 28 other types of crimes, including theft, burglary, and violent crime.

Relevant officials said that the number of drug addicts and drug abusers in Malaysia had generally increased in recent years, reaching 192,857 in 2024 before falling slightly to 191,832 in 2025. In Sabah, 8,665 drug addicts and abusers were recorded in 2025, of whom 8,524 were involved in amphetamine-type stimulants (ATS), accounting for a prominent proportion. In terms of age distribution, those aged 19 to 39 accounted for 65.06 percent of the total number of drug addicts and abusers in Sabah, with males making up the vast majority.

At the same time, as synthetic drugs have become more prevalent and new psychoactive substances (NPS) have emerged and been mixed into vape liquids, trends and forms of drug abuse have become increasingly difficult to identify. Criminal groups have also turned illicit substances into products resembling everyday items in appearance, while social stigma against people in recovery has posed major challenges to drug control efforts by the AADK in Sabah.

India Warns of Malicious App Scams, Meta Removes Related Ads

The Indian government recently warned that fraudsters were using sexually explicit ads on Facebook and Instagram to lure users in India into downloading malicious Android apps designed to steal banking information and one-time passwords (OTPs). At least 39 related ads were still running after the government warning, and Meta, the parent company of both platforms, subsequently removed them.
