柬埔寨称清除境内大型网络诈骗窝点
柬埔寨相关部门表示，经过大规模打击行动，相关部门已清除数百处涉嫌从事网络诈骗活动的场所，柬埔寨境内已基本不存在仍在运营的大型网络诈骗窝点。柬埔寨政府表示，将依法严厉打击涉案人员、犯罪团伙以及参与相关活动的政府官员，并加快构建规制网络犯罪的法律体系。
柬埔寨政府表示，2025年7月至2026年8月20日，柬埔寨执法部门共检查793处场所，对其中634处场所采取执法行动，抓获来自39个国家的近3万名嫌疑人，遣返超过5.8万名外籍人员，其中包括女性7282人。经调查，遣返人员中有22045人与网络诈骗活动直接相关。柬埔寨有关部门已将408起案件移送法院，抓获并羁押3477名犯罪嫌疑人。此外，执法部门还抓获15名高级官员及执法人员。
柬埔寨政府表示，网络诈骗犯罪仍是全球面临的复杂威胁，犯罪团伙不断转移活动地点，并持续更新作案技术和手段。在大型诈骗窝点遭清除后，部分犯罪团伙已将诈骗活动转移至规模更小、更加隐蔽的地点，包括宾馆、公寓、出租屋、车辆和咖啡馆等。

Cambodia Claims It Has Largely Dismantled Large-Scale Online Scam Centers Within Its Borders
Cambodian authorities said that, following a large-scale crackdown, hundreds of sites suspected of being used for online scam activities had been cleared, and that there were now basically no major online scam centers still operating in Cambodia. The Cambodian government said it would take strict legal action against suspects, criminal groups and government officials involved in such activities, while accelerating efforts to develop a comprehensive legal framework for cybercrime.
The Cambodian government said that from July 2025 to August 20, 2026, Cambodian law enforcement authorities inspected 793 sites and took enforcement action at 634 of them, detaining nearly 30,000 suspects from 39 countries and repatriating more than 58,000 foreign nationals, including 7,282 women. Investigations found that 22,045 of those repatriated were directly linked to online scam activities. Cambodian authorities have referred 408 cases to the courts and arrested and detained 3,477 criminal suspects. In addition, law enforcement authorities have arrested 15 senior officials and law enforcement personnel.
The Cambodian government said online scam-related crime remains a complex global threat, with criminal networks constantly shifting their locations and updating the technologies and methods they use to carry out fraud. Following the clearance of major scam centers, some criminal networks have shifted their scam operations to smaller and more concealed locations, including hotels, apartments, rented houses, vehicles and coffee shops.

柬埔寨国家警察总署推出新型反诈应用程序
近日，柬埔寨国家警察总署推出一款名为“Kapea Scams”的手机应用程序，为柬埔寨民众举报网络诈骗及疑似诈骗案件提供渠道，并提供防范技术型诈骗的相关建议。

General Commissariat of the National Police Launches New Anti-Scam App
Recently, the General Commissariat of the National Police has launched a mobile application called “Kapea Scams”, providing Cambodian citizens with a channel to report online scams and suspected cases of fraud, as well as advice on how to protect against technology-based scams.
Cambodian authorities stated that the application is an important tool for citizens to participate in the fight against crime. Citizens can use the application to promptly report suspected technology-based fraud and other criminal activities to the police, enabling law enforcement authorities to take immediate action. Upon receiving reports, law enforcement authorities will automatically block incoming calls from phone numbers suspected of being involved in technology-based fraud and other criminal activities.
In addition, law enforcement authorities will use information and data obtained from citizens’ reports to send anti-scam educational and warning messages to the public via SMS, and analyze the collected data to improve relevant systems and preventive measures.

Hong Kong Police Seize 130 Million HKD in Drugs in Summer Anti-Drug Operation
From July 12 to August 29, the Hong Kong Police Narcotics Bureau, together with officers from various regions, launched a large-scale anti-drug operation codenamed "Defender," cracking 234 drug cases, arresting 247 men and 74 women, and seizing drugs worth approximately 130 million HKD (approximately 16.67 million USD).
The suspects ranged in age from 13 to 72, including 19 boys and 9 girls, and were suspected of "manufacture of dangerous drug," "trafficking in dangerous drug," "possession of dangerous drug," and "keeping a divan." Lao Police Raid 4 Suspected Online Scam Sites, Detain 30 People
On August 29, a special task force under the Lao Ministry of Public Security raided four locations suspected of hosting online scam operations and detained 30 people. The group comprised 22 Chinese nationals, 7 Vietnamese nationals and 1 Lao national, including 1 woman. Lao Police Detain 68 in Raids on 2 Suspected Cybercrime Sites in Vientiane
On August 27, a special task force under the Lao Ministry of Public Security, working with other law enforcement units, raided the Grandphook Hotel in the Long Thanh Special Economic Zone and the Pani Hotel in Dongkhamsang Village, both in Hadxayfong District, Vientiane. Officers detained 68 people suspected of involvement in cybercrime and online gambling. The group comprised 49 Chinese nationals, 12 Vietnamese nationals and 7 Thai nationals, including 10 women.
Officers seized 98 desktop computers, 25 laptops, 340 mobile phones, 45 tablets and 60 SIM cards.

Myanmar Law Enforcement Authorities Arrest 2 Foreign Suspects for Allegedly Engaging in Illegal Online Scam and Gambling Activities
On August 28, Myanmar law enforcement authorities arrested 2 foreign nationals in Nali Town, Mongyai Township, northern Shan State for allegedly engaging in illegal online scam and gambling activities. The suspects included a Chinese national and a Kazakhstani national. 10 mobile phones were also seized.
An investigation revealed that the 2 suspects had fled the scene during a law enforcement operation conducted by Myanmar authorities on August 26 in the area between Manmaing Village and Mankha Village in Mongyai Township.

Thai Police Seize 4 Million Methamphetamine Pills in Amnat Charoen
Late on the night of August 29, police from Chanuman District, Amnat Charoen Province, together with administrative and military personnel, intercepted a Bangkok-registered van at a road checkpoint based on intelligence. The driver refused to stop for inspection and fled, but police intercepted the van and arrested him. A total of four million methamphetamine pills contained in ten large sacks were seized on-site, with an estimated value of 200?million baht (approximately 5.84 million USD).

Thai Police Seize 4.99 Million Methamphetamine Pills in Mueang Chiang Rai
On August 29, police in Mueang Chiang Rai, Thailand, acted on intelligence to conduct an anti-drug interception operation in the vicinity of a fruit orchard. A white pickup truck accelerated away when officers attempted to stop it for inspection, then lost control and overturned into a ditch. Police recovered 4.99 million methamphetamine pills and four mobile phones from the vehicle. The driver confessed that he was hired by a ringleader from Myanmar to transport the drugs for handover to a pre-arranged truck. Police then arrested a second suspect waiting to take delivery at the handover site and seized the vehicle involved in the case.

Vietnam's Lao Cai Provincial Police Bust Online Drug Trafficking Ring
On August 20, a special task force of the Lao Cai Provincial Police, through field investigation, discovered 2 suspects organizing illegal drug use. On August 21, police found another illegal drug user in a rented room in Lao Cai City. Through expanded investigation, police gradually traced the source of the drugs and prosecuted a total of 6 suspects.
According to the investigation, the ring used social apps such as Zalo and Facebook to arrange drug deals, collected payment via bank transfer, avoided direct handover of drugs, and usually deleted messages and photos after transactions to evade detection. Of the suspects, 2 were suspected of organizing illegal drug use and 4 of illegally trafficking drugs.
