柬埔寨警方突袭网诈窝点 查获540部手机

Cambodian Police Raid Suspected Online Scam Site, Seize 540 Mobile Phones
On August 24, Cambodian police raided a location in Tuol Sampov Village, Russey Keo District, Phnom Penh. During the operation, officers found a Malaysian national suspected of involvement in online scam activities and seized 540 mobile phones. Police also confiscated a large quantity of foreign SIM cards, 14 monitors, 10 all-in-one computers, 21 computer units, 7 passports, and 5 Wi-Fi devices.

Cambodia's Preah Sihanouk Province Raids Suspected Online Scam Site, Detains 35 Foreign Nationals
Preah Sihanouk Provincial Gendarmerie raided a location suspected of conducting online scam activities in Village 2, Sangkat 3, Sihanoukville, on the night of August 23. During the operation, authorities inspected the 22-storey Chun Yi Hotel and detained 35 foreign suspects. Officers also seized 28 desktop computer sets, 13 laptops, 55 mobile phones suspected of being used in fraud activities, 40 personal mobile phones, 10 passports and three vehicles.

泰媒称，女子在曼谷一家酒店遭绑架后被押上一辆黑色轿车，车辆驶往达府湄索县。途经甘烹碧府时，女子双手仍被束线带捆绑，但成功从车内逃脱。
泰国警方随后追踪并截停涉案车辆，先后拘捕4名男子。警方相信，该团伙原计划把女子带到湄索县，之后可能转移至缅甸。

Chinese Woman Escapes Kidnapping in Thailand; Four Suspects Arrested
Recently, a Chinese woman kidnapped in Thailand escaped while suspects allegedly tried to take her from Bangkok toward the Thai-Myanmar border.
Thai media said she was forced into a black car after being abducted at a Bangkok hotel. While passing through Kamphaeng Phet Province en route to Mae Sot, she escaped despite having her hands bound with cable ties.
Thai police arrested four men. Investigators believe the group had planned to take her to Mae Sot and possibly onward to Myanmar.

Myanmar Police Seize Drugs Worth Approximately 959 Million Kyats in 2 Yangon Townships
On August 19, police stopped 1 car and 1 motorcycle on 56th Street, Kangauk Ward, Kyauktada Township, seized 1.21 kg of heroin (worth 42.35 million kyats, approximately 20,167 USD) and 3 mobile phones, and arrested 2 suspects. At 10:55 a.m., police arrested 1 suspect in Myothit (1) Ward, Chauk Myay Thar Zi Township, seizing 2.5 kg of opium paste (worth 7.5 million kyats, approximately 3,571 USD), 1 motorcycle, and 1 mobile phone. At 5:00 p.m., police arrested 2 suspects at a guesthouse in Kan Thar Yar Ward, Chauk Myay Thar Zi Township, seizing 1 car and 2 mobile phones.
The following day at 11:00 a.m., police searched a house in Htun Toun Ward, Chauk Myay Thar Zi Township, and seized an additional 11 kg of heroin (worth 275 million kyats, approximately 130,952 USD), 366,000 stimulant tablets (worth 549 million kyats, approximately 261,429 USD), 48 kg of raw opium (worth 48 million kyats, approximately 22,857 USD), and 12.5 kg of opium paste (worth 37.5 million kyats, approximately 17,857 USD). The total value of all seized drugs is approximately 959 million kyats (approximately 457,000 USD). Police arrested a total of 5 suspects.

Mekong River Drug Stash House Busted in Nakhon Phanom, Thailand
On August 25, after months-long investigation, police from Na Kae District, Nakhon Phanom Province, Thailand arrested a 24-year-old suspect, a stash house keeper of the “Mekong Two Sides Dragon Lion” drug trafficking network. Ten kilograms of crystal methamphetamine were seized at his residence. According to reports, the suspect was hired to guard the transit stash house. Narcotics were smuggled from Laos by long-tail boats and stored here pending distribution inside Thailand.

Vietnam Hanoi Police Bust Drug Ring
On June 29, during a campaign to combat crime and drugs, Hanoi police, through area-based screening, discovered 3 individuals growing cannabis for personal use and sale, seizing more than 3.3 kilograms of dried cannabis and 97 cannabis plants at the scene.
In mid-July, local police expanded the special investigation and, in coordination with the Hanoi Municipal Police's Drug Crime Investigation Division, conducted an in-depth probe. On July 19, police conducted an administrative inspection of a suspect and seized 10 sets of glass pipe drug-use tools ready for delivery; after interrogation, a total of 781 illegal drug-use tools were confiscated. According to the investigation, the ring had individuals skilled in glasswork producing glass pipes and other drug-use tools in a residential workshop, and stored and sold them by the piece under the cover of a pharmacy.
The ring distributed methamphetamine, ketamine, MDMA (ecstasy), and heroin through multiple layers of intermediaries, and organized illegal drug use in venues such as hotels. Through the expanded investigation, police initiated criminal proceedings against a total of 147 suspects and seized a large quantity of various drugs, including 4.663 kilograms of methamphetamine, 0.301 kilograms of ketamine, and 0.189 kilograms of tablet-form drugs, along with 1 homemade firearm and 12 rounds of ammunition.

8月25日，马来西亚雪兰莪州警方表示，当前电信网络诈骗团伙已形成专业化运作体系，内部设有呼叫中心、“钱骡”账户管理、网络技术和洗钱等不同团队，各环节分工明确。部分团伙将呼叫中心或服务器设在柬埔寨、缅甸、越南和印度尼西亚等国，利用各国法律和司法管辖差异逃避打击，呈现跨国有组织犯罪特征。
警方介绍，资金处理团队通过多个“钱骡”账户迅速转移赃款，部分资金还会兑换成资产或虚拟货币，或经合法企业流转以掩盖来源，整个洗钱过程可能仅需数分钟。

Malaysian Police Said Scam Syndicates Can Move and Conceal Proceeds Within Minutes
Selangor police said on August 25 that online scam syndicates had developed highly specialised operating structures. These syndicates typically have separate teams handling call centres, mule accounts, technical operations and money laundering, with clearly defined roles across the operation. Some syndicates base their call centres or servers in countries including Cambodia, Myanmar, Vietnam and Indonesia, exploiting differences in national laws and jurisdictions to evade enforcement. Their operations increasingly display the characteristics of organised transnational crime.
Police said financial teams rapidly move proceeds through multiple mule accounts. Some of the money is converted into assets or cryptocurrency, while other funds are channelled through legitimate businesses to conceal their origin, the entire process can take only a few minutes.
