LMLECC Visits Thailand
8月16日至21日，澜湄执法合作中心尤小文秘书长、李大吴副秘书长、泰国驻昆明警务领事潘仕达以及中心部分职员组成工作组，访问泰国，实地调研“平安澜湄2026”联合行动工作进展，推动进一步深化与泰国执法部门的务实合作。From August 16 to 21, 2026, Mr. YOU Xiaowen, Secretary-General of LMLECC, Mr. LY Davuth, Deputy Secretary-General of LMLECC, Mr. Jessada BURINSUCHAT, Thai Police Consul in Kunming, and staff members of LMLECC formed a working group and visited Thailand to conduct field research on the progress of the “Safe Lancang-Mekong 2026” Joint Operation, with a view to further deepening practical cooperation with Thai law enforcement agencies.在曼谷，工作组分别会见了泰国皇家警察候任总监萨姆兰、助理总监兼中央调查局局长吉拉蓬、禁毒局局长阿查永、中央调查局副局长萨鲁特、移民局副局长普拉蒂亚和泰国国家安全委员会副秘书长沃拉努特，参观了泰国国家反诈中心，就加强务实合作深入交换意见。In Bangkok, the working group held separate meetings with Pol. Gen. Samran Nuanma, Commissioner-General-designate of the Royal Thai Police; Pol. Lt. Gen. Jirabhop Bhuridej, Assistant Commissioner General and Commissioner of the Central Investigation Bureau (CIB); Pol. Lt. Gen. Atchayon Kraithong, Commissioner of the Narcotics Suppression Bureau; Pol. Maj. Gen. Sarut Khwaengsopa, Deputy Commissioner of the Central Investigation Bureau; Pol. Maj. Gen. Pratya Prasarnsuk, Deputy Commissioner of the Immigration Bureau; and Mr. Woranut Khongmuang, Deputy Secretary-General of the National Security Council. The working group also visited the Anti-Cyber Scam Center (ACSC) and exchanged in-depth views on strengthening practical cooperation.工作组介绍了澜湄执法合作中心今年的工作进展，了解了泰方打击防范电信诈骗和人口贩运等跨国犯罪的经验、成效，面临的形势及挑战，听取泰方关于进一步加强区域执法合作的意见建议，就完善澜湄执法安全合作机制、联合打击跨国犯罪、加强情报信息交换和执法能力建设等议题达成诸多共识。The working group briefed the Thai side on LMLECC's progress this year, reviewed Thailand's experience and achievements in combating online fraud, human trafficking and other transnational crimes, as well as the current situation and challenges it faces, and solicited the Thai side's views and suggestions on further strengthening regional law enforcement cooperation. The two sides reached extensive consensus on improving the Lancang-Mekong law enforcement and security cooperation mechanism, jointly combating transnational crimes, enhancing intelligence sharing, and building law enforcement capacity. 随后，工作组赴达府湄索县和朴帕县，实地查看人口贩运和偷渡线路，走访自达府至边境城市湄索的3个检查站，隔河观望缅甸一侧电诈园区情况，并与当地政府、警察、移民和军队代表座谈，详细了解当地边境管控情况，以及在打击治理电信网络诈骗、人口贩运方面取得的成效和存在的困难，研究下一步合作打击治理举措。Subsequently, the working group traveled to Mae Sot and Phop Phra districts in Tak Province, where they inspected routes used by human traffickers and illegal immigrants. They visited three checkpoints along the routes from Tak Province to the border city of Mae Sot, observed from across the river the situation of online fraud compounds on the Myanmar side, and held discussions with representatives from local government, police, immigration, and military authorities. The working group obtained detailed updates on local border control efforts, as well as the achievements and challenges in combating and addressing online fraud and human trafficking, and explored measures for joint crackdowns, control and prevention.
